What qualifying residence period is required and when does the period begin?

Five years of legal and consecutive residence in Albania is required, counted from the first application for a residence permit, save where otherwise provided by the law, by international agreements recognised by Albania or by a Council of Ministers' Decision. The application for the permanent type C residence permit is made 60 days before the current residence permit expires.

Under the official English translation, an absence of up to six months is not deemed a hindrance to the permanent residence permit, with a total of 10 months within the five years of stay on a residence permit (the English text reads 'as long as it does exceed a total of 10 months'). For specific justified or exceptional reasons, and where the foreign national is sent abroad for employment as part of cross-border services, a longer absence may be considered, provided the border and migration authority was informed in advance by the permit holder or the employer.
