Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is a foreigner holding an Albanian residence permit valid for at least one year who is able to renew it under the law, whose family members are outside Albania, and who guarantees stable financial income to support themselves and their family without recourse to economic assistance.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Applicants provide a copy of the inviting relative's residence permit, a family and/or marriage certificate showing the link with the inviting person, a notarial declaration of cohabitation where relevant, and the other parent's consent where reunification is requested only for a minor. Documents from the country of origin or of lawful stay must be translated into Albanian, issued within the last 6 months, and certified and legalised as required by international agreements.

What important financial, accommodation, insurance or maintenance responsibilities apply?

Applicants must show suitable accommodation in Albania in line with Albanian housing standards, health insurance for themselves and the family, and sufficient financial means: either a bank deposit certificate from an Albanian second-tier bank of not less than 300,000 lekë per person (for one calendar year), or proof of monthly income of not less than 32,000 lekë per person. The sponsor must guarantee stable income without recourse to economic assistance.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The foreign national, or a person authorised by them, applies online through the e-Albania portal link, fills in the form and uploads the required documents, and pays the service fee: 4,500 lekë for a first permit and 2,250 lekë for a renewal. Foreigners who need a visa must obtain a family-reunification visa (D/BF). After the application is accepted, the border and migration authority issues a provisional electronic permit within 5 days. Within 30 days, the foreign national seeking the permit must confirm the exact residential address at the civil registry office, pay for the biometric card at a second-tier bank in Albania, send the original documents and the signed application form by post to the regional migration office, and appear in person to hand in the payment order and give fingerprints; within two weeks (notified by email) they collect the biometric residence card at the regional migration office. The first permit is granted for a one-year period and is renewable; citizens of the United States, EU member states and Kosovo applying for the first time receive a 5-year permit, with a 12,000 lekë service fee.
